There are many reasons why your controller ‘s output may not be acting as expected without it being defective. All controllers have many different parameters that must be set correctly for it to operate correctly. However, one basic mistake that people make is that they expect to measure voltage from the relay output. The relay output of a controller is a mechanical switch. Unless external power has been wired through the relay, you will not measure any voltage output when the relay is activated. A better way to test the output is to use a meter that can measure resistance. When activated, the output resistance should go to essentially zero resistance.
