The two terms are often used interchangeably for both devices. Both devices accept a temperature sensor input and produce a converted electrical output. The output of a transmitter is traditionally a 4-20mA output. Signal conditioners may have a 4-20mA output or a different output such as 0-5Vdc, 0-10Vdc or some other electrical signal.
