The DIGIRAIL-VA is designed for measuring AC voltage, current and power and although it will provide a frequency measurement it is designed for an AC measurement and therefore limited to a 45-65Hz which is typical of the frequency of an AC circuit. It is not recommended for measurement of lower frequencies. It sounds like you are looking for a device designed to measure frequency. If you want a device that will measure frequency and provide an RS485 Modbus output our DigiRail-4C is a good choice. It is a device that counts pulses but can do such over programmed time intervals providing a frequency measurement. Here is the link to the DigiRail-4C.
